At Cardinal Comfort Care Cooperative, located in the heart of Two Harbors, MN, we take pride in being the state’s first homecare cooperative. Our organization was founded with the vision of transforming the home health industry by placing caregivers at the forefront of our operations. We view our caregivers not just as employees, but as integral stakeholders in our mission.
Our Founder, Susan Rosette, has been dedicated to caring for people for over 30 years. She began her career as a massage therapist and later became an instructor at the Minneapolis School of Massage and Bodywork, where she shared her expertise in massage, therapeutic touch, and small business management. During this time, she operated her own small business, providing training in Susie’s Body-Mapping System for caregivers, thus providing 36 group homes with 17 therapists. Additionally, she offered self-esteem and mindfulness workshops for women in shelters, recovery programs, and counseling groups addressing domestic or sexual violence and addiction.
In 2009, Susie and her partner, David Popilek, started their own private care business. This is where their unique care model for hospice families and patients truly took off, providing 24/7 in-home hospice care. In 2020, Susan applied for a 245D license with the state of Minnesota to serve individuals in lower-income brackets. During this process, they were presented with an opportunity to work with the MCCD group, supported by a grant from the State of Minnesota, which allowed them to convert their existing business into a home care cooperative. Thus, Cardinal Comfort Care Cooperative officially took flight.
The cardinal serves as a powerful symbol of dedication, beauty, and compassion for one another. In honoring this vibrant bird, we pay tribute to our courageous caregivers who devote their time and energy to support and assist those in need. We also want to recognize the individuals we serve, whose resilience and strength inspire us every day. This dedication reminds us of the importance of nurturing our relationships and fostering a caring community.

Since our dedicated caregivers are invested in the success of each care relationship, we achieve higher satisfaction levels, consistent care, and a personalized approach to health services.
